Kit 3.1: Programming – Responding to GBV Survivors in Emergencies contains guidance and resources to help UNICEF country offices (COs) and partners increase access to quality, life-saving care, support and protection for survivors of gender-based violence (GBV) in emergency settings.

It covers multi-sectoral response to GBV – a model that aims to help survivors to recover and heal from the multiple harmful consequences of GBV, to be safe from further violence, and to claim their rights through delivery of coordinated health, psychosocial, safety and justice services. Clinical care for sexual assault, basic psychosocial support, and safety from further violence are all components of UNICEF’s Minimum GBViE Response Package.

Kit 3.1 is for GBV and Child Protection (CP) specialists working in situations of immediate and ongoing response to both slow- and rapid-onset disasters, as well as those working with populations affected by protracted and complex emergencies. It is also appropriate for situations where the CO is engaged in preparedness planning activities. Additionally, the section on healthcare will be useful for UNICEF Health programme staff.

Kit 3.1 includes a Response Tools Booklet that contains a number of tools for implementing healthcare, psychosocial support, safety and justice response services for survivors of GBV. These tools are introduced in Sections 2–5 of this Kit.Kit 3.1 also includes Introduction to Responding to Survivors of Gender-Based Violence in Emergencies.

Kit 3.1 also contains a Learning Module designed to build knowledge on GBV response in emergencies. This Learning Module facilitates planning for implementation of health, psychosocial and safety services as part of humanitarian response in line with UNICEF’s Minimum GBViE Response Package.
