Integration of a People Centered Approach in the 2022 HNO/HRP Process
This report describes how UNICEF Global Cluster Coordination Section (GCCS) conducted a review of 2022 Humanitarian Needs Overviews (HNOs) and Humanitarian Response Plans (HRPs) for how they integrated ‘cross cutting issues’ of gender- based violence (GBV) risk mitigation, disability inclusion, accountability to affected populations (AAP), localization, child participation, child safeguarding/ and protection against sexual exploitation and abuse (PSEA). These cross-cutting issues apply to all emergencies in all contexts, to ensure that the needs and interests of the people and communities affected by crisis are at the centre of humanitarian action. The objective of this report is to share UNICEF’s efforts to provide support to global and country clusters and Area of Responsibility (AoR) on integration of cross cutting issues, through a joined-up approach, across the Humanitarian Programme Cycle (HPC).
This report also touches on key findings from the review process. The review process involved a total of 19 Humanitarian Needs Overviews (HNOs) and 23 Humanitarian Response Plans (HRPs) as well as interviews with cluster coordination teams in four selected countries.
